This week’s Suzhou cancellation brought the Beijing crash much closer to home. A helicopter ride I won in a lucky draw was cancelled today, and the bigger question is now plain enough; are the new rules being rolled out nationally as a result of the crash, not just in Beijing?
这周苏州的一次取消,把北京那起事故一下子拉近到了眼前。我今天收到通知,一次抽奖赢来的直升机体验被取消了。更大的问题也随之变得很直接;这些新规是不是正因为那起事故而在全国范围内铺开,而不只是北京一地在收紧?
The crash itself was stark. On 26 June, a single-engine, two-seat light sport aircraft hit the CITIC Tower, a 108-storey, 528-metre landmark in Chaoyang District, at about 17.55. The pilot died at the scene and 13 people on the ground were injured. Reuters later reported that the pilot was a 66-year-old man surnamed Liu who had drifted away from his approved flight area after taking off from a suburban general aviation airport.
事故本身就很刺眼。6月26日傍晚约5点55分,一架单引擎双座轻型运动飞机撞上了朝阳区这座108层、528米高的中信大厦。飞行员当场身亡,地面上有13人受伤。路透社后续报道称,飞行员是一名66岁的刘姓男子,他从城郊一家通用航空机场起飞后,偏离了获批飞行区域。
Beijing had already moved before the crash. The city passed its Unmanned Aircraft Management Regulation on 27 March 2026 and put it into force on 1 May. On 28 March, the police issued supporting rules on special guarantees, storage sites and information verification. The whole municipality is treated as controlled airspace for drones, and outdoor drone flights require approval.
北京其实在事故前就已经动手了。2026年3月27日,北京通过《北京市无人驾驶航空器管理规定》,并于5月1日起施行。3月28日,警方又发布了特殊保障、存储场所和信息核验等配套规定。整座城市都被视为无人机管制空域,室外无人机飞行必须审批。
What has changed is the temperature around the rules. Reuters reported that at least one Beijing scenic-flight operator halted tours, while another in Qingdao suspended services after the crash. Beijing Capital Helicopter told Reuters there had been a nationwide suspension because of the security incident in Beijing. That is still not the same as one clean national notice covering every province, but it does suggest the industry is already behaving as if tighter control is coming.
变化的是这些规则周围的气氛。路透社报道称,至少一家北京观光飞行运营商暂停了业务,青岛也有企业在事故后暂停服务。北京首航直升机对路透社表示,因北京这起安全事件,已经出现“全国范围的停运”。这还不等于一份覆盖全国的统一正式通知,但至少说明行业已经在按“更严管控会来”的方式行动了。
Small Drones, Small Freedom
小无人机,小自由
For small-drone users, the impact is immediate. A light drone may be easier to carry, but it is not easier to ignore in a city treated as controlled airspace. In Beijing, that means approval first and flight second. The size of the machine does not change the fact that the whole city sits inside a permission-based system.
对小型无人机用户来说,影响是立刻能感受到的。小无人机也许更轻便,但在一座被视作管制空域的城市里,它并不会因此更容易“被忽略”。在北京,先审批、后飞行。机器再小,也改变不了整座城市都被放进许可体系里的事实。
The storage rules are unusually exact. Drones that had not completed verification were told to leave Beijing by 31 July. A storage site is defined as one address holding more than three complete drones or more than ten core components. Separate rooms or warehouses are required, along with 24-hour video monitoring and police-linked oversight. That sounds bureaucratic, but it is how officials now turn low-altitude risk into something they can count, inspect and enforce.
存放规定尤其细。未完成核验的无人机,须在7月31日前移出北京。同一地址存放超过3架整机或超过10件核心部件,就已经算受监管存储场所。这样的地方还必须有独立房间或仓库、24小时视频监控,并接入公安管理。听上去很行政化,但这正是官员们如今把低空风险变成可计算、可检查、可执行事务的方式。
A Capital Trend, Not Just a Beijing One
不只是北京的趋势
Beijing is not inventing this caution from nowhere. The Civil Aviation Administration of China set up a low-altitude safety department in May, and the revised Civil Aviation Law took effect on 1 July. So the crash landed inside a system already being reshaped. What is happening now looks less like a sudden ban and more like a sharper phase of a broader national tightening.
北京并不是凭空发明这种谨慎。民航局在5月设立了低空安全部门,修订后的《民用航空法》又于7月1日施行。所以,这起事故是落在一个本来就在重塑的体系里。眼下发生的事情,与其说是突然禁掉什么,不如说是更大范围收紧进入了更尖锐的一阶段。
London is a useful comparison. The UK Civil Aviation Authority’s drone code keeps flyers away from restricted airspace, airports, crowds and many built-up areas. In a city like London, casual drone flying is close to impossible unless you know the rules very well and stay inside them. Beijing is moving in the same global direction, only with its own Chinese speed and severity.
伦敦就是一个有用的对照。英国民航局的无人机规则要求飞手远离受限空域、机场、人群以及很多建成区。在伦敦这样的城市里,如果你不熟悉规则并严格遵守,随便飞无人机几乎是不可能的。北京也在朝这个全球方向走,只是带着中国式的速度和力度。
That is why the Suzhou cancellation matters. My own helicopter ride there was cancelled today, and that one small notice tells a bigger story than it seems to. The Beijing crash has not just changed the mood in the capital; it may also be setting the tone for other cities and operators that would rather stop first and ask questions later.
这也是苏州那次取消值得注意的原因。我自己的那趟苏州直升机体验今天被取消了,这一条小小的通知,背后其实比看上去更大。北京这起事故改变的,可能不只是首都的气氛,也可能是在给其他城市和运营方定调;先停下来,再说别的。
Reuters reported a nationwide suspension because of the Beijing security incident, and that may be the clearest clue we have for now. Not every city has its own new rule yet, but many operators are acting as if one is coming. For users of small drones, that means a narrower margin of freedom, more checks, more questions and fewer assumptions that the sky above a city is available just because it looks empty.
路透社报道说,因北京这起安全事件,已经出现了全国范围的停运,而这可能就是我们目前能抓到的最清楚线索。并不是每座城市都已经有了自己的新规,但很多运营方已经开始按“新规很快会来”来做准备。对小无人机用户来说,这意味着自由空间更小了,检查更多了,问题更多了,也更少有人还能想当然地觉得,城市上空看起来空着,就真的可以随便飞。
