Guangdong officials in 2011 created a special cooperation zone from four towns in Shanwei’s Haifeng county. Shenzhen subsequently planned to relocate some 4,000 lower-end industrial projects there as it cleared polluting, energy-intensive and other lower-end industry from its own territory.
二零一一年,广东官方从汕尾市海丰县划出四个镇,设立深汕特别合作区。随后,深圳计划将约四千个低端产业项目迁入该区域,以配合当地淘汰高污染、高耗能等产业。
That relocation ambition fell far short of its target; according to academic research on the zone, only 244 projects had been contracted and just 13 were fully operational between 2011 and 2016, a fraction of the 4,000 originally envisaged.

The administrative arrangement changed far more decisively in 2017, when Guangdong restructured the zone so that Shenzhen took full leadership of its economic and social affairs; Shenzhen’s own governmental bodies for the area were formally inaugurated in December 2018, and its population has since been incorporated into Shenzhen’s own statistics.

That same year, villagers in Wukan, a fishing settlement within Shanwei’s Lufeng county-level city, rose up against local officials over allegations that collectively owned farmland had been sold off to developers without proper compensation, expelling Communist Party officials from the village in December 2011 after months of protest.

Authorities subsequently allowed an unusually open series of village elections; in March 2012, residents elected a new village committee, with protest leader Lin Zuluan becoming village chief and several other protest leaders winning seats.

Lin was reelected in 2015, but was detained the following year after announcing renewed action over the unresolved land dispute; authorities accused him of bribery, and he was subsequently convicted and imprisoned, while supporters challenged the case against him.

According to the city’s own 2024 economic communiqué, Shanwei’s GDP reached ¥150.1 billion that year, up 4.0 percent, with per capita output at ¥55,667; the permanent population stood at 2.7011 million, up 9,800 on the year before.

Getting to Shanwei means a high-speed rail journey of around an hour from Shenzhen, while the Shenshan Special Cooperation Zone lies between the two: 460 square kilometres of former Shanwei territory administered as part of Shenzhen despite lying 60 kilometres beyond Shenzhen’s Pingshan District.
