This day, 8 November, in 1949, during the founding conference of the Ministry of Foreign Affairs of the People’s Republic of China, Zhou Enlai delivered a speech in which he said, “Diplomacy is the same as the army; it is just ‘fighting with culture’”. Zhou would go on to later clearly describe diplomatic cadres, saying, “The People’s Liberation Army in civilised uniforms”.
