This day, 15 March, 1999, Premier Zhu Rongji said, “It has been 13 years since China negotiated the resumption of WTO accession; its black hair has turned white. … The deepening of China’s reform and opening up plus the accumulation of experience have enabled us to have a better understanding of the possible consequences of joining the WTO. Problems increase regulatory capacity and affordability”.
