This day, 15 September, in 1999, saw the successful conclusion of the 22nd Universal Postal Union Congress in Beijing, at which was adopted the Beijing Postal Strategy, a world postal development program. The Universal Postal Union was founded on 9 October, 1874, becoming a specialised agency of the United Nations in July, 1948.
