Changzhou Municipal Public Security Bureau issued “green cards” (Foreigner’s Permanent Residence Card) to Dr Zhang Jianwei, Vice President of Bombardier, Inc., and Guo Ying, Zhang’s wife on Nov 16, marking the first issuance of “green card” to “exceptional talent” in Changzhou.
Zhang has been living in Changzhou for 14 years, while his company is registered in Beijing and he pays income tax in Beijing. Theoretically, he is not eligible to apply for a permanent residence card either in Beijing or Changzhou. Hence, Zhang has to apply for a visa every one and a half years, and entry and exit procedures are also troublesome.
Last year, China lowered the standard to issue “green card”, making more flexible and practical application requirements, to attract more foreign talents. Therefore, Changzhou Municipal Public Security Bureau actively helped the Zhangs to apply for the card as “exceptional talents” who have made a great and outstanding contribution to and are specially needed by China, and gained approval.
