This day, 15 July, 1979, the CPC Central Committee and the State Council approved two reports from the CPC Guangdong Provincial Committee and the Fujian Provincial Committee on implementing special policies and flexible measures for foreign economic activities, moving to pilot special economic zones in Shenzhen, Zhuhai, Shantou and Xiamen, thus lifting curtain on China’s opening up to the world.
