Traffic police in Runzhou District, Zhenjiang city, Jiangsu province ferreted out a motor tricycle that intruded into the restricted area on the morning of Dec 15. Surprisingly, the driver Fan Bing (alias) was found to have no driving license and no left hand. He drove with a “single hand”.
Investigation shows that the driver Fan Bing is a disabled person without the left hand and he made a living by delivering goods for others using his motor tricycle. He might have been given detention according to law, but considering his conditions, the police treated Fan leniently as permitted by law.
