This day, 1 November, in 1991, the Chinese government published a white paper entitled, “The Human Rights Situation in China”, in which it was pointed out that since countries have huge differences in their historical backgrounds, social systems, cultural traditions and economic-development conditions, so their views on human rights are often inconsistent and thus their implementation of human rights varies.
