New policies concerning China’s household registration system will take effect from Dec 1st announced the Nanjing municipal government on October 20.

The new policy stipulates that the urban and rural household registers can be interchanged within the administrative region of Nanjing city.

After the new policy is implemented, migrant residents will enjoy the same social security and educational resources as local residents. Additionally, peasants who have settled in the cities can retain their previous rights and interests as villagers.

Experts believe that Nanjing’s reform on household registers is a great achievement. It is hoped that this will be a step towards the free migration of household registers being introduced in other regions in China.

According to the new policy, household registers who want to migrate within Nanjing city shall be handled in accordance to Nanjing’s resident migration regulations, while no “permit on immigration certificate” will be required. Residents living in “Jiangning County, Lishui County, Gaochun County, Luhe County and Pukou County” can migrate as long as they acquire legal and stable houses, with the previous limitation on house areas lifted.
