Jiangsu’s contribution rate of talent hits 34.8 percent, output of high and new technology industries rises by 15 percent, comprehensive development index of intellectual property comes out among the best in China, and the province’s innovation capability ranks the first nationwide for the 5th consecutive year, according to the a talent working forum of Jiangsu province held on March 25.

In 2013, Jiangsu invested 1.81 billion yuan ($291.4 million) as special funds to attract over 4,300 high-level innovative and pioneering talents from home and abroad, and trained some 8,000 excellent talents through Project 333 (a program initiated by Jiangsu to cultivate some 30 nation-leading experts, 300 province-leading talents and 3,000 city-leading talents) and project for rearing technical entrepreneurs.

Some of the over 4,300 talents were selected into the “1,000 Talents Plan” of China, accounting for 30 percent of the total pioneering talents. Six innovation teams introduced were led by Nobel Laureates and academicians from developed countries. Jiangsu creates high and new technology enterprises by introducing top talents so as to make “talents lead the industry, and industry attracts the talents”.
