The Measures for Implementation of the Law of the People’s Republic of China on Maternal and Infant Health Care in Jiangsu Province (amendment bill) was submitted to the 12th session of the standing committee of Jiangsu’s Provincial People’s Congress for deliberation on Sept 22.

The draft clearly stated that the man and woman who are ready to get married should take premarital medical examination in licensed medical and health care institutions. This move marks Jiangsu’s progress in the legislation of premarital medical examination since the abolition of mandatory examination in 2003.

Each year, the number of new-born babies with serious birth defects in Jiangsu remains considerable. The premarital medical examination is an important measure to reduce birth defects. But after the abolition of premarital medical examination in 2003, the premarital exam rate in Nanjing fell sharply from 97 percent to about 10 percent.
