China is going to establish graded files for tourists based on uncivilized behaviors, and formulate and implement Administrative Measures for Uncivilized Behavior Records of Tourists from 2015, reported the media in Jiangsu on Jan 20.

Jiangsu has established personal credit record files for tourists since middle January, and those with bad records may be “rejected” by travel agencies.

After the incident where a tourist “splashed hot noodles to an air hostess” of AirAsia occurred on December 11, 2014, the uncivilized behaviors of the two tourists involved were included into Uncivilized Behavior Records for Tourists Nationwide by National Tourism Administration, according to sources.

The validity of record is one year and a half for male tourists and one year for female tourists. Such records were also reported to tourism-related enterprises. During the validity of the uncivilized behavior records, the two tourists involved will not be accepted by the 115 travel agencies for outbound tourism in Jiangsu, or even by some travel agencies for outbound tourism in other domestic cities.

The National Tourism Administration will formulate detailed operation rules, and build a credit system for civilized tourism that covers the whole society. Tourists with uncivilized behavior records will then be rejected by travel agencies, airline companies or even hotels, and pay for their discreditable behaviors.
