The government work report for this year proposed to “enhance developmental of the culture industry, cultivate and standardize the culture market”. The culture creativity industry aroused widespread concern during the Two Sessions, and several deputies from Jiangsu offered their advices and suggestions on this topic.

Cao Weixing: Make proactive planning, and avoid blind low-level repetition

Cao Weixing, CPPCC member and vice-governor of Jiangsu province, said that the main problem during the development of the culture creativity industry is the lack of systematic and proactive development planning.

“The top-level design must made first in order to achieve great-leap-forward development of the culture creativity industry,” said Cho Weixing. The culture creativity industry should be included in the overall framework for regional development, and specialized planning should be made and perfected based on actual local conditions, so as to avoid blindness in investment and low-level duplicate construction.

“In addition, we must rely on not only cultural resources, but also innovation means, including some economic factors in order to develop the culture creativity industry. In addition to this, we should strengthen policy support and guidance.” 

CPPCC member Xu Liming: Only cultural products with good creativity can be attractive

“Creativity is the core of soul of the culture industry. Without creativity, all efforts in the culture industry will amount to nothing, no matter how big the output may be,” said Xu Liming, CPPCC member and professor from Nanjing University of the Arts. Xu Liming used “Where Is Dad Going”, a very hot entertainment program recently, as an example: The copyright is owned by South Korea. Though it has caused a sensation in China, “it is not original, but an imitation. This is an important crisis in the development of the culture creativity industry.” For this reason, Xu Liming laid special emphasis on the importance of cultivating and introducing creative talents. He suggested that the government issue the “talent introduction” plan specifically for the culture creativity industry, and set up talent training platforms and mechanisms.
