The Legislative Affairs Office of Jiangsu Provincial Government released the Atmospheric Pollution Prevention Bill to the public for comments and suggestions on Mar 21.

The draft proposed that the achievements of haze control will be included in the annual assessment evaluation of those who are responsible in provincial, city and county levels.

The bill also provides a number of mandatory measures to ensure the smooth advance of relevant emergency measures.

The air pollution control cannot be carried out by environmental protection departments single-handedly. An important element of the draft was to clarify the responsibilities of various government departments.

The draft also stipulates that the expansion or construction of industrial parks and industrial projects that may affect ambient air quality in the dominant urban wind gate are strictly prohibited.

Industrial projects in urban wind gate should be gradually relocated or closed. In the main city or metro areas, no new construction projects of malodorous gases emissions shall be built. In residential buildings, the construction and expansion of restaurants with fume emissions are not allowed. Meanwhile, Jiangsu Province proposed to implement license management regulations on air discharge.

Enterprises that are engaged in unlicensed sewage discharge shall be ordered to stop production and be fined.
