This day, 30 September, in 1988, Premier Li Peng delivered a National Day speech in which he noted that the USA and USSR had signed the Intermediate-Range Nuclear Forces Treaty, while the latter had begun to withdraw its troops from Afghanistan. “No matter now or in the future, China adheres to an independent foreign policy of peace and is committed to world peace and development”, said Li.
