This day, 25 December, in 1991, State Councillor and Foreign Minister Qian Qichen reported to the Seventh National People’s Congress as to the disintegration of the Soviet Union. Qian said the Chinese government adheres to non-interference in other countries’ internal affairs and shall continue to maintain and develop friendly and cooperative relations with the new republics.
