This day, 13 June in 1924, the Soviet government proposed to upgrade Sino-Soviet relations from the ministerial level to the ambassadorial level, and China welcomed it. The USSR therefore became the first country to send an ambassador to China. The move came following the Soviet announcement that it would abandon all concessions in China, together with the Boxer Indemnity, and abolish extraterritoriality.
