The general office of Jiangsu Government recently issued and initiated an emergency plan for heavily polluted weather. According to the plan, all public and private cars apart from vehicles for emergent use should follow the odd-and-even license plate rule when the weather condition reaches the highest “red” alert.
This plan came out after a preliminary negotiation with joint prevention and control cities in Yangtze River Delta on setting the alert standard, making 450 the level for red alert. The provincial alert will only be set when the air quality indexes (AQI) of five and more neighboring cities all reach the red alert level and the forecast indicates another day of bad weather. The plan also requires the meteorological department to practice artificial rain during “red” polluted day to ease the bad weather condition.
