This day, 22 December, 2001, the interim government of Afghanistan was established, and the Chinese government sent a message to express its congratulations. Zhang Min, representative of the Chinese Ministry of Foreign Affairs, visited Chairman Hamid Karzai on the same day and informed him that China had decided to provide ¥30 million in emergency material assistance.
