This day, 10 December, in 1931, the League of Nations Council passed a resolution to send a survey team to Northeast China to investigate the issue of Japanese armed invasion. Headed by British politician Victor Bulwer-Lytton, the survey’s conclusions thereafter stated that Japan was the aggressor, that it had wrongfully invaded Manchuria and that the territory should be returned to the Chinese.
